A 7-step progress rail across the top — no more 'where is my brief?'

Demo feedback verbatim: 'people did not know how many steps before the brief completes its flow.' Now every brief detail page — submitter, approver, agency — shows a 7-step progress rail across the top: 'Step 4 of 7 — Agency Work.' Done steps are checked, the current step is highlighted, future steps are dimmed. If a brief gets sent back for clarification, the rail quietly resets to step 1 — no jarring 'back to start' warning, just a calm reflection of where things actually are.
For everyone
7-step rail on every brief detail page
Submitters, approvers, and agency users all see the same progress rail. Click 'Show rail' on the approver view if you've collapsed it; submitters see it expanded by default. Nobody asks 'where is my brief?' anymore.
Send-back loops reset the rail honestly
If a brief moves backward (sent back to submitter, returned to agency for revision), the rail decrements to reflect where the work actually lives. No special 'loop' icon — just an honest read.
